2 More Charged in Genital Mutilation Case Involving 2 Minnesota Girls

For the second time in a week, federal authorities have charged a Detroit area doctor with genital mutilation, this time arresting a suburban physician and his wife for allegedly helping another doctor perform genital cutting on young girls in a Livonia clinic.

Last week, Dr. Jumana Nagarwala was charged in what the Justice Department said was likely the first case of its kind to be prosecuted since the federal government criminalized female genital mutilation. Female genital mutilation involves removing external female genitalia partially or in full.

Fakhruddin Attar, 53, and his wife Farida Attar, 50, both of Livonia, are charged with conspiracy to commit female genital mutilation, and aiding and abetting female genital mutilation.

Justice Department officials said Attar's victims were between the ages of 6 and 8 years old, and some had been brought from out of state for the procedure. "The complaint alleges that the FGM procedure was performed on girls who were approximately six to eight years old", the Justice Department says. The FBI's Detroit Field Division has set up a tip line for anyone who has information pertaining to the illegal practice of FGM or Dr. Jumana Nagarwala, Fakhruddin Attar or Farida Attar at 1-800-CALL-FBI (225-5984).

A second MI doctor and his wife were just arrested on charges of performing female genital mutilation on minors, according to breaking news from the U.S. Justice Department Friday. Other minor girls in MI may have undergone procedures as well. The girl has since been allowed to return to her parents. She also told investigators that her parents instructed her not to talk about the procedure because it was a secret.

A doctor in Minnesota examined the girl on April 11 and determined that her "genitals are not normal in appearance". He said that she performs them on Friday evenings or Saturdays and does not charge. Investigators talked to seven other young girls in MI, several of whom said that they had undergone procedures at the clinic.
