Are Donald and Ivanka Trump following 'Buy American' rules?

The moves show Trump once again using his power to issue executive orders to try to fulfill promises he made a year ago in his election campaign, in this case to reform U.S. immigration policies and encourage purchases of American products.

Trump marked this the first stop in his "Buy American, Hire American" campaign.

Trump called the order "a powerful signal to the world" that "finally puts America first". "The H-1B program was created to fill gaps in America's workforce with highly-skilled foreign workers, but as we've seen in recent years, the program has been abused and exploited at the expense of American workers and most- qualified foreign workers", he said.

Trump signed the order related to government agencies even though he built a global business empire before running for the White House in which he regularly outsourced the manufacture of dozens of consumer products to overseas locations. He faces an approval rating of just 41 percent in the state, which he barely won in November. That was down from the 236,000 it received the year before, a drop some attribute to Trump, who promised in a debate during the presidential campaign to end the program. Also, he has recently reversed several populist promises, including standing up to China, which he contended was manipulating its currency and stealing American jobs, and eliminating the Export-Import Bank, which he billed as wasteful subsidy. Some Trump sport coats are made in India. The White House argues that some companies undercut American workers by bringing in cheaper foreign labour on a temporary basis.

It targets the H-1B visa program.

The order directs the departments of Labor, Justice, Homeland Security and State to take action against fraud and abuse in the immigration system to protect American workers.

Administration officials said the order also seeks to strengthen requirements that American-made products be used in certain federal construction projects, as well as in various federal transportation grant-funded projects.
