United Airlines CEO Oscar Munoz has apologized - twice.

United employees explained the situation to the man several times and when he refused, they followed Department of Transportation protocol and called local law enforcement to forcibly remove him from the plane.

Lawyers for Dao filed an emergency request Wednesday in an IL court seeking to preserve surveillance videos, cockpit voice recordings, passenger and crew lists, and other materials related to United Flight 3411, Reuters reported. Video footage showed the man screaming as he was pulled along the aisle of the plane.

David Dao, the physician who was forcibly removed from a United flight, has filed court papers seeking to preserve and protect records related to the now infamous flight on Sunday night.

On Wednesday, he said United did not give its managers "the proper tools, policies, procedures" they needed to use "common sense". This issue could have been solved by that.

A spokeswoman for Dao's attorneys at the law firm Corboy & Demetrio said a press conference to discuss the petition would be held Thursday.

On Wednesday, Munoz said he did not blame the passenger, and added that his initial comments "fell short" of what he felt.
