United States Vice President Mike Pence has arrived in Japan for the second leg of his four-nation Asia tour.

He did not comment on what might have caused the missile to fail but a n official said the missile was a Scud variant that the United States calls a KN-17.

Sen. Lindsey Graham (R-SC) made the argument during an interview with NBC News, saying that war would be bad for South Korea, Japan and other countries in the region, but won't reach the US, while an intercontinental ballistic missile could do.

According to a report in Guardian on Tuesday, the United States is exploring ways short of war to pressure the country into denuclearisation, particularly if Pyongyang goes forward with a sixth nuclear test.

Pence's statement came just two days after the North Korean government conducted a huge display of prototype intercontinental ballistic missiles during a military parade observing the 105th birthday of the communist state's late founding leader and "eternal president" Kim Il-sung in the capital Pyongyang on April 15.

In an interview in Wisconsin, the USA president complained that his predecessors should have dealt with North Korea's pursuit of a nuclear arsenal, but said he was in the position now where he was "going to have to do something about it".

"The longer they are allowed to test, the more likely they will ultimately succeed in developing an ICBM that can reach the continental United States", Wormuth said. Pence pointed out the recent actions of the U.S.in Syria and Afghanistan demonstrated the power of the USA military and Trump's resolve.

The Trump administration is hoping that China will help rein in North Korea in exchange for other considerations. Trump tweeted on Sunday.

Along with the deployment of the USA aircraft carrier and other vessels into waters off the Korean Peninsula, thousands of US and South Korean troops, tanks and other weaponry were deployed last month in their biggest joint military exercises. That led North Korea to issue routine threats of attacks on its rivals if they show signs of aggression.

The North regularly launches short-range missiles, but is also developing mid-range and long-range missiles meant to target US troops in Asia and, eventually, the USA mainland. Twenty years ago, North Korea really didn't have any nuclear weapons.
