After Times Square attack, calls for more sidewalk barriers

Carnage as man plows into crowd during rush hour in NYC's Times Square

After his arrest, Rojas told the officer he was going to kill all police and military police he might see after his release from jail, the Jacksonville sheriff's office report stated. He later told another officer, "I smoked marijuana".

One day after allegedly making a U-turn and steering the vehicle onto packed sidewalks for a three-block stretch, the 26-year-old suspect was arraigned on murder and other charges Friday.

The visuals show Rojas auto as it proceeds on 7th avenue at 42nd street and takes a sharp U-turn, knocking of numerous people, while others run for their lives.

An 18-year-old tourist was killed in the horrific crash and 22 other victims were taken to the hospital with multiple injuries. Twenty-two people were injured.

Officials said Rojas had served in the Navy but was discharged in 2014 following disciplinary problems. Police sources confirmed the presence of PCP in his system.

Deputy chief William Aubry, who commands Manhattan detectives, said at a news conference on Friday that he could not comment on the department's role in the design process.

"The closing of Broadway through Times Square was itself intended as (a) pedestrian safety measure, and I think it has been successful in accomplishing that", said David Burney, who was commissioner for design and construction under former Mayor Michael Bloomberg.

De Blasio added, "It appears to be intentional in the sense that he was troubled and lashing out".

Richard Rojas, of the Bronx, N.Y., appears during his arraignment in Manhattan Criminal Court, in New York, Friday, May 19, 2017.

Although only one person was killed, a driver can face multiple counts of vehicular homicide under NY law if other people are seriously injured.

One person was killed: Ava's sister, Alyssa, who was 18. "She will be deeply missed by the staff and students here".

Police said Rojas was evidently intoxicated on Thursday.

Rojas, who is from the Bronx area of New York City, had been arrested twice for drunken driving, in 2008 and 2015, and once this month on a charge of menacing for threatening another man with a knife, police said. He had accused the notary of stealing his identity.

Mayor Bill de Blasio said on WNYC radio earlier on Friday that the city would consider making changes.

Before striking pedestrians, the 2009 Honda Accord was "out of control", an emergency management official said. "You had to work to get to know her", he said.

Witnesses described a harrowing scene that started with screeching tires and ended with screams, chaos and a fiery crash at one of the world's most visited sites. The footage has also captured the horror of people scrambling to save lives as Rojas charges in full speed. Hearing screams and fearing that the vehicle would hit her, she ran to a nearby building's revolving door.
