As US weighs climate pullout, United Nations wants world to be more ambitious

The U.S. produces 15 percent of global emissions, behind the 30 percent produced by China, which has agreed to the deal and urged the U.S. remain committed to the agreement.

In his first major address on climate, Mr Guterres said the world must fulfill the commitments of the 2015 agreement "with increased ambition".

USA president Donald Trump is to announce his decision on whether to pull the country out of the Paris Agreement on Climate Change in the coming days.

She has been joined by Secretary of State Rex Tillerson, who has said withdrawing from the agreement could harm U.S. negotiating power. "But even if the U.S. government decides to leave the Paris agreement, it's very important for the USA societies as a whole, for the cities, the states, the companies, the business to remain engaged with the Paris agreement - so it is very clear that governments are not everything".

"It is very clear that governments aren't everything".

Adamson said she could not point to a "particular discussion" but she said the Australian government's view on the Paris deal was well known to the Trump administration.

Guterres said the United Nations was engaged with the U.S. administration and Congress to try to convince them to abide by the agreement.

It caps and reduces the use of HFCs in a gradual process starting with action by developed countries in 2019, including the United States, the world's second-worst polluter, and then by over 100 developing countries starting in 2024, including China, the world's top carbon emitter.

Cash, who was the minister at Wednesday's hearing, said the government had made it clear that the USA saying the course with the global climate agreement was desirable and in Australia's national interest.

The UN chief vowed to mobilize governments, the energy industry, investors and civil society to "raise the bar on climate action".

Even though Trump's threat to exit the climate agreement has caused grave concern for dignitaries around the world, but Guterres statement has emphasised that the accord is not dependent on the USA government's participation.
