President Trump talks vocational training at Waukesha Co. Technical College

Noting that many American workers are being left behind as current education and training programs fail to equip them with the skills they need, the White House said apprenticeships will not only keep jobs in America, but ensure that American workers and trained and hired to fill those jobs.

The order reduces the USA government's role in starting and monitoring apprenticeship programs, Politico reported.

The executive order, which was developed along with the Labor Department, will allocate more funding and create a task force of business leaders to promote the programs across new business sectors.

"We're here today to celebrate the dignity of work", Trump said before signing the order.

President Donald Trump said America's teenagers should have broad access to apprenticeships to prepare them for jobs.

Trump said the executive order will "be removing federal restrictions that have prevented many different industries from creating apprenticeship programs". Apprenticeships would give students a way to acquire new skill without having the crippling debt that often comes with a degree from four-year college.

Labor Secretary Alexander Acosta speaks during a Cabinet meeting with President Donald Trump, Monday, June 12, 2017, in the Cabinet Room of the White House in Washington. A labor department-sponsored report by Mathematica Policy in 2012 found that participants who completed apprenticeship programs earned an average of $240,037 more in wages over their careers than similar nonparticipants.

The Trump administration has said there's a need that can be met with a change in the American attitude toward vocational education and apprenticeships. To offer apprenticeships, companies now have to register with the Labor Department and adhere to specific government guidelines.

Wisconsin was the first state in the country to pass a law establishing apprenticeship programs in 1911, the same year what is now the technical college system was created.

The Obama Administration failed to push these programs with the vigor that President Trump and his administration have shown.

The funding for Trump's plan would come from existing DOL job training funds, but critics point out that Trump's proposed 2018 budget would cut the DOL's training and employment services by 21%, according to Time, as well as other workforce programs.

The president signed the order at a ceremony surrounded by workers, as well as his daughter and adviser Ivanka, and Wisconsin Gov. Scott Walker. The National Restaurant Association (NRA) and the National Restaurant Association Educational Foundation (NRAEF) applaud President Trump's Executive Order expanding and streamlining apprenticeship programs.

"There's going to be a big price to pay for companies that want to leave, fire their workers, build a plant outside of this country, and think they're going to sell their product right back into the United States". Rockwell and Manpower are ramping up a joint training program and aim to "upskill" 1,000 workers each year, starting next year and continuing into the foreseeable future, Manpower said.

"The Secretary of Education shall, consistent with applicable law, support the efforts of community colleges and 2 year and 4 year institutions of higher education to incorporate apprenticeship programs into their courses of study", the executive order stated.

McCarthy said possible problems with relaxing and outsourcing federal standards for apprenticeships include confusion, fragmentation and potentially registering programs that are too short term or that fail to yield portable credentials.
