Tillerson urges Qatar and boycotting Arab countries to resolve crisis

"While some of the elements will be very hard for Qatar to meet, there are significant areas which provide a basis for ongoing dialogue leading to resolution", Tillerson said, according to The Wall Street Journal.

Iranian President Hassan Rouhani disapproved of the siege of Qatar by four Arab states that recently cut ties with Doha, saying that Iran's air, land, and sea are always open to the Arab country.

Tillerson also urged all sides to "lower" their rhetoric to ease tensions, and said that the U.S. would stay in "close contact" with all parties and support Kuwait in its mediation efforts.

The four countries also want Qatar to reduce its ties with Iran and close a Turkish military base, setting a deadline on Friday of 10 days.

Tillerson called on Saudi Arabia and other nations last week to issue a list of demands that were "reasonable and actionable" after the State Department questioned the motives of the nations boycotting Qatar.

Speaking outside a mosque in Istanbul, the Islamist president said putting the 13 demands to Qatar "is against global law because you can not attack or intervene in the sovereignty of a country".

Speaking after Eid al-Fitr prayers in Istanbul, President Recep Tayyip Erdogan called the demand to pull the Turkish troops "disrespectful" and said his country would not seek permission from others when making its defense cooperation agreements.

The list of demands was issued days after the U.S., which has 10,000 troops stationed in Qatar, called for the Arab countries to state what Doha needed to do to end the dispute.

Tillerson said Qatar was reviewing the requests and they would provide a basis for continuing talks but admitted some would be "very hard for Qatar to meet".

He added the USA supports Kuwait's efforts to mediate the conflict and the US will keep in close contact with all parties.

"Helping Qatar economically and developing ties, particularly in the private sectors of both countries, could be a common goal", Rouhani said on Sunday.

"NHRC noted that Qatar's acceptance of these demands and conditions would subject the country to worldwide accountability and violate its obligations on human rights conventions".

Turkey and Iran have sided with Qatar and have sent food and other aides since the blockade.
