South Korea Proposes Fresh Talks With North Korea

South Korea's Vice Defence Minister Suh Choo-suk said the talks could be held on 21 July at Tongilgak, a North Korean building in the Panmunjom compound in the demilitarised zone.

The chinese ministry of foreign Affairs welcomed on Monday the initiative of south korea, hoping that " the two parties are moving in a positive direction for (...) out of the impasse and to restart the dialogue and negotiations". Several meetings have been cancelled by North Korea at the last minute.

During his speech in Berlin on July 6, Moon laid out his vision for bringing peace to the Korean Peninsula, including a proposal to mutually halt acts of hostility along their tense border as of the July 27 anniversary of the armistice treaty that ended the three-year Korean War in 1953. The last government-level meetings were held in December, 2015.

North Korea has launched a number of ballistic missile tests since the start of 2017. But he has achieved little progress, with North Korea test-firing a series of newly developed missiles.

The Oct. 4 declaration was the outcome of the inter-Korean summit that was held in Pyongyang in 2007 between late South Korean President Roh Moo-hyun and late DPRK leader Kim Jong Il, father of the current leader Kim Jong Un.

When asked whether the South would "be flexible" on its joint military drills with the US, Cho responded that the issue was not one which Seoul had discussed directly yet.

The acting Red Cross chief, Kim Sun-hyang, said the talks would be held on August 1 at Panmunjom, which is in the buffer zone between the countries.

South Korea's Defense Ministry made the offer on Monday morning, the first since Moon Jae-in became the South's president. South Korea and the United States dispute the claim.

There are also reports of increased activity at the Yongbyon uranium enrichment facility that could indicate plutonium production underway in the a year ago to further increase the North's nuclear weapons stockpile.

The agenda for the military meeting could include moves to suspend propaganda campaigns operated on both sides of the border for years, Cheong added.

Despite the North's aggression and increasingly belligerent responses from Washington, South Korean President Moon Jae In has emphasized the importance of getting Pyongyang back to the negotiating table. Seoul however says the group-12 waitresses and a restaurant manager- had defected to the South past year. Many died without getting a chance to see or hear from their families on the other side of the heavily-fortified border, across which all civilian communication is banned.

"After North Korea's frequent missile tests including its very first ICBM test, the global community has vowed to tighten sanctions and China simply can not exclude itself from the recent movement, although it probably does not want to indefinitely cut off fuel sales to the North", Mr Kang said.
