But many in the science community point to the president's decision to withdraw from the Paris climate agreement and his skepticism of climate studies as reason to worry. That assessment calls into question the wisdom of Trump's environmental and energy policies, which seek to boost U.S. production and consumption of fossil fuels even as the world's other leading economies promote cleaner sources of energy. After that, they can approve the report, reject it, or conditionally approve with revisions.

The document, which was leaked ahead of publication and reported by The New York Times on Tuesday, says Americans are seeing more heat waves and rainfall as a result of climate change.

The conclusions of the draft report, and its subsequent leak to the press, are fueling conversations by members of Congress, scientists, people who don't second-guess the overwhelmingly accepted science and others who insist that climate change is cyclical and not attributable to human activity.

Adopted in December 2015, the Paris Agreement is an worldwide effort to address climate change by limiting carbon emissions, thereby reducing global temperature increases.

In its six months to date, it chose a climate-science denier to lead the Environmental Protection agency; rolled back two dozen regulations limiting air, water, and land pollution; and announced a US withdrawal from the Paris Climate Agreement to limit carbon emissions.

"The last few years have. seen record-breaking, climate-related, weather extremes, as well as the warmest years on record for the globe".

The report ascribes different "confidence" levels that observed impacts are occurring, and "likelihoods" of what would occur in the future, based on the level of consensus in thousands of the scientific studies that were reviewed. Record-setting years for heat and precipitation, the report warns, will become "relatively common".

The draft document cites thousands of scientific studies documenting changes in surface, atmospheric, and oceanic temperatures, among other global climate transformations. "No alternative explanations" such as weather cycles or excuses about faulty data make sense, the report indicates. "This is the first case in which an analysis of climate change of this scope has come up in the Trump administration, and scientists will be watching very carefully to see how they handle it".

The new report states that "it does not include an assessment of the literature on climate change mitigation, adaptation, economic valuation, or societal responses, nor does it include policy recommendations". The report's "higher emissions" scenario projects a devastating 8°F to 10°F warming over the interior of this country-and, unimaginably, upwards of 18°F over in the Arctic!-by 2071 to 2100.

A draft of the report states that proof for changing climate proliferates from the zenith of the atmosphere to the abyss of the oceans. Alarmingly, the bulk of that change was made in the latter half of the 20th century, with a 1.2 degree increase since 1951.

Despite the correction, the Times piece still contains language worrying that "the Trump administration could change or suppress the report".

Those heat waves have not yet been linked directly to human-influenced climate change, but they might yet be.
