The meeting came hours after Pyongyang repeated its threat to attack the USA territory of Guam with Hwasong-12 ballistic missiles, a plan that, the DPRK military said, was in the "final stages" of development.

Regarding North Korea's threat on Tuesday to bomb Guam, the official said, "It is unique for five major North Korean ministries to issue threats, but that seems aimed at heightening fears in South Korea and weakening the U.S.' position".

The bombers have been "threatening and blackmailing" North Korea through their frequent visits to the sky above South Korea, it said. The official acknowledged that the situation on the peninsula was "serious in the wake of North Korea's strategic provocation" with the Hwasong-14 test launches, but added, "We don't see things as having reached crisis level".

"The government plans to commit constant efforts to the peace and stability of the Korean Peninsula and reconciliation and cooperation between South and North", he said.
