North Korea threatening missile strike on Guam, report says

In a statement, Pyongyang charged back against the latest sanctions as a punitive measure for the regime's ongoing missile tests, and launched new threats against the United States, as well as the rest of the countries that support Washington, reports Efe news.

The Trump administration's attempts to pressure North Korea into abandoning its nuclear and missile ambitions have so far gained little traction, and Pyongyang has only stepped up its tests, launching two ICBM tests last month. In a statement carried by state media, Kim Jong Un's government called the sanctions a "violent infringement of its sovereignty" caused by a "heinous USA plot to isolate and stifle" North Korea.

As diplomats gathered in the Philippines for an annual regional meeting, President Donald Trump was cheering the move.

He told the security-focused gathering that Pyongyang will under no circumstances negotiate over its nuclear and ballistic missile programs.

"We actually had very thorough talks", Wang said afterwards. "This is not a 'give me 30 days and we are ready to talk.' It's not quite that simple".

Even as they celebrate a diplomatic victory in persuading China and Russian Federation to sign on to cutting new sanctions, the US and other countries are deeply concerned that failure to rigorously enforce them could significantly blunt their impact.

U.S. Ambassador to the U.N. Nikki Haley said the new sanctions increased the penalty for North Korea's ballistic missile activity to a whole new level.

Such concerns were on display Sunday in a dizzying display of fast-paced diplomacy spanning multiple continents.

For the USA, it was a long-awaited sign of progress for Trump's strategy of trying to enlist Beijing's help to squeeze North Korea diplomatically and economically. The American and Japanese diplomats held another three-way session with Australia.

China is the North's economic lifeline. North Korea expressed outrage at the U.N. vote, vowing to launch "thousands-fold" revenge against the United States. Triggering an economic meltdown in North Korea would inevitably produce a spillover effect in China, he said. She says in the past, there's been a pattern in which China complies with sanctions after a North Korean provocation, but then slips back over time.

China is providing a welcome boost to the global campaign to pressure North Korea to halt its missile and nuclear tests. But he says it won't be a matter of a mere 30-day pause leading to the USA being willing to talk.

Tillerson conceded there would likely be a lag period before the sanctions "actually have a practical bite on their revenues".
