Korea opens way to new talks about talks

Rex Tillerson

In Phnom Penh, Cambodian Foreign Minister Prak Sokhonn said he called on the North to soften its stance during a meeting with its foreign minister, Ri Yong Ho, in Manila. It said the resolution showed the United Nations had abused its authority.

Indeed, the US was floating a proposal to temporarily kick North Korea out of the 27-member Association of Southeast Asian Nations Regional Forum, although other member nations are divided about that idea. The Trump administration is cautiously embracing China's apparent newfound cooperation. Considering that the ARF is the only multilateral forum Pyongyang takes part in, Ri has received the most attention from the press, who were waiting for him at the airport and at his hotel, though Ri had little to say.

Asked about whether the latest round of sanctions against Pyongyang will have the desired effect, given North Korea's race toward nuclear development and the time it takes for sanctions to kick in, Tillerson said that "when do these actually have a practical bite on their revenues. the more important element of that is just the message that this sends to North Korea of how unacceptable the entire global community finds what they're doing to be".

Susan Thornton is the top USA diplomat for Asia. Nikki Haley, the USA ambassador to the United Nations, called the sanctions the most stringent on any country "in a generation".

The Trump administration has made clear it does not favor the China-Russia plan, however.

The new Security Council resolution, UNSCR 2371, tightens existing sanctions by imposing a full ban North Korea's export of coal, iron, seafood and other items to other countries; expands the list of individuals and entities subject to an asset freeze; and prohibits countries from increasing the number of North Korean laborers they employ - laborers whose earnings, the US says, boost revenues for the regime's illicit activities.

Canada FM urges US, North Korea to step back
He was sentenced to hard labor for life in December 2015 on charges of attempting to overthrow the Pyongyang regime. Jang Bae, tells The Canadian Press in an email that Lim "will be attending service this Sunday".

It also blamed the US for the current nuclear stalemate on the Korean Peninsula. But his top diplomat is also laying out a narrow path for the North to return to negotiations.

President Donald Trump is demanding full and speedy implementation of the new penalties.

South Korea and Japan need to communicate more often in the face of missile and nuclear program of Pyongyang, according to South Korean Foreign Minister Kang Kyung-wha.

North Korea, also known as the Democratic People's Republic of Korea (DPRK), said the Korean Peninsula issue was prompted by the "hostile policy enforced by the United States for more than 70 years against the DPRK".

Analysts say that North Korea, already under numerous United Nations and other worldwide sanctions, will feel some pain from the new sanctions but is not likely to return to disarmament negotiations anytime soon because of them.

The UN Security Council on Saturday imposed its toughest round of sanctions yet against Pyongyang over its two intercontinental ballistic missile (ICBM) tests in July. She says it was a "very, very good outcome". Those tests sharply escalated USA fears that Pyongyang is a key step closer to mastering the technology needed to strike American soil with a nuclear-tipped missile.
