The satellite is still inside the fourth stage. "The glitch seems to limited to the heat shield separation", an ISRO engineer who sought anonymity said.

Describing the failed mission as a "mishap", ISRO Chairman Kiran Kumar said the heat shield did not separate for the IRNSS-1H, a backup navigation satellite, to be put into orbit in the final leg of the launch sequence. "We have to check heat shield separation command and whatever happened subsequently and it will be analysed".

Another satellite may be launched to make up for the loss of IRNSS-1H, said Indian Express.

The mission readiness review (MRR) committee and launch authorisation board (LAB) had on 29 August cleared the countdown.

The fairing on the PSLV- C39 was programmed to separate from the vehicle three minutes into the flight but the rocket continued to travel with the satellite trapped inside, dragging down the velocity.

The heat shield protects the satellite from the heat generated by the friction against atmosphere during take-off.

The shield is expected to separate from the satellite once it is placed into orbit.

He added that a portion of the rocket with the satellite enclosed in the heat shield was now orbiting 163km x 6,600 km and was being tracked by the multi-object tracking radar at Satish Dhawan Space Centre, Sriharikota. "For example, it should have attained a velocity of 9.5km per second at the end of it but attained only 8.5km per second".

The Indian Regional Navigation Satellite System (IRNSS) is an independent regional system developed by India on par with the US-based Global Positioning System (GPS), Glonass of Russian Federation, and Galileo developed by Europe.

India is aiming to build its own global positioning system like the United States' GPS, Russia's GLONASS, Europe's Galileo and China's Beidou systems.
