Earlier, UN Secretary General António Guterres called on Myanmar to suspend the military crackdown in Rakhine, which began after the August 25 attack on security forces by Rohingya terrorists.

On Thursday, Tillerson directed the blame toward Myanmar's powerful military, which is responsible for security operations that have seen almost 400,000 people flee to neighboring Bangladesh in the past three weeks after Rohingya insurgents launched coordinated attacks on government forces.

The UN Security Council on Wednesday called for an end to the violence.

Suu Kyi has long faced criticism for failing to champion religious tolerance in Myanmar, where a powerful monk-led Buddhist nationalist movement has fed on seething anti-Muslim sentiment.

Secretary-General Guterres said he has spoken to Suu Kyi several times about the "dramatic tragedy", but not since the announcement that she is skipping the General Assembly.

Up to 400,000 Rohingya have fled Myanmar for Bangladesh since August 25, with thousands more arriving every day, the Unicef said today.

The United Nations has called for a massive intensification of relief operations to help the refugees, and a much bigger response from the worldwide community. "Our house and fields have been burned so we can not earn our living there anymore", she said.

"We have put Myanmar on notice that unless the persecution and violence stops, we will take action", British MEP Amjad Bashir said.

The administration has also thanked the government of neighboring Bangladesh for hosting the refugees.

Most of the influx is concentrated around the Bangladesh border town of Cox's Bazar where more than 300,000 Rohingya refugees were packed into ill-equipped camps before the violence erupted last month in Rakhine.

Zeid Raad Al Hussein, the United Nations" high commissioner for human rights, said the current operation in Rakhine "seems a textbook example of ethnic cleansing'.
