California passes 'sanctuary' state law limiting collaboration between police and ICE

Trump administration officials have warned California against enacting the law.

Named the California Values Act (or SB 54) and set to take effect in January 2018, the law would provide discretion to state and local law enforcement to cooperate with federal immigration authorities when they detain a suspected undocumented immigrant.

The agreement allows federal agents to interview people in custody, and state and local agencies can continue to participate in joint task forces with ICE and other federal agencies.

This is not the first time the nation's most populous state has defied the federal government.

Senate Bill 156 - Introduced by Senator Joel Anderson (R-Alpine), this bill would require the California National Guard to inform its members that it will assist non-citizens to become naturalized as soon as they are eligible. Brown has vetoed a similar bill before.

The legislation comes as the Trump administration has pledged to crack down on sanctuary cities that refuse to cooperate with federal immigration authorities. That policy was temporarily blocked by a federal judge after being challenged by the city of Chicago, Illinois.

De Leon hailed Brown's move, saying the bill accomplished his initial objective to prevent California resources and police from being "commandeered" for Trump's policies.

"Discretion" is given to law enforcement agencies to work with immigration officers if the person has been convicted of a felony, according to the author.

It prohibits jails from complying with federal requests to hold onto immigrants past their release dates - a mechanism that has been ruled unconstitutional - and says they can not notify federal authorities about planned release dates unless the suspect in question has committed a serious or violent crime.

According to the LA Times, Brown took the unusual step of penning a signing message, calling the legislation a balanced measure that would allow law enforcement to target risky criminals, while protecting hardworking families.

To many, Senate Bill 54 was the centerpiece of California's anti-Trump resistance on immigration.

"These are uncertain times for undocumented Californians and their families", the governor said in a signing statement that laid out what the measure will - and will not - do. "And I hope that California will push back on their governor's, I think, irresponsible decision moving forward".

Landlords and housing: Assembly Bill 291, by Assemblyman David Chiu, D-San Francisco, will make it illegal for landlords to use someone's real or perceived immigration status against them.

The legislation, which will come into effect on January 1, 2018, is part of a series of laws which protect the nearly three million undocumented immigrants living in California - most of whom are from Mexico and Central America.
