Sanctions Revoked Following Sustained Positive Action by the Government of Sudan

The White House statement said lifting the sanctions would be postponed for six months to encourage the Sudanese government to maintain its human rights and counter-terrorism efforts.

The next step is for the administration of President Donald Trump to notify the Congress about the decision so that it takes the necessary steps to lift the sanctions and suspend the trade and economic embargo and other penalties that the USA had imposed on Sudan.

The Sudanese pound has lost 100% of its value since South Sudan's secession in 2011, pushing inflation rates to record levels given that the East African nation imports most of its food. In 2013, for example, Sudan reportedly purchased more than six million dollars worth of North Korean man-portable surface-to-air missiles in a deal that flouted United Nations arms sanctions against both countries. "Furthermore, the United States is prepared to use additional tools to apply pressure if the Government of Sudan regresses on progress to date in the five areas noted above or takes negative actions on other areas of concern". The sanctions had cut Sudan off from much of the global financial community.

Explaining the end of the sanctions, U.S. officials said the authoritarian regime had maintained a cessation of hostilities in Darfur and other old flashpoints.

The Trump administration also secured a commitment from Sudan that it would "not pursue an arms deals" with North Korea, an official said.

Sanctions were first imposed on Khartoum in 1997, when it harboured fugitives including Osama bin Laden.

The United States reportedly preparing to lift sanctions on Sudan, in response to the African state's alleged improvements on human rights and counter-terrorism, a U.S. official said on Thursday.

Just before leaving office in January, Obama issued an executive order lifting decades-old Sudan sanctions on a probationary basis.

While the USA has yet to comment on the matter, Sudan's State Minister for Foreign Affairs, Hamed Momtaz, indicated to Reuters that an agreement has been reached with the U.S. over the sanctions. The government has announced unilateral cease-fires in areas where the Sudanese army has been fighting rebels, and created more access for humanitarian aid to get to displaced civilians.

Two weeks ago, Sudan welcomed the U.S.' decision to remove it from the list of countries whose citizens are banned from entering the U.S.

The U.S. official who disclosed the decision spoke on condition of anonymity ahead of a formal announcement on Friday.
