Sources in Kuwait also told The New Arab that the countries blockading Qatar have chose to downscale the level of their representation at the summit.

The creation of the bilateral alliance may also mark the joint resolve by the UAE and Saudi Arabia to continue exerting pressure on Qatar, as part of the on-going spat between the Gulf States.

Most notably, Qatar's emir, Tamim bin Hamad al-Thani, is set to attend, despite the diplomatic deadlock with the other GCC countries.

Moreover Saudi Arabia and UAE have formed a new military and trade partnership separate from GCC.

There was no immediate confirmation from Saudi authorities.

Saudi Arabia and United Arab Emirates (UAE) will set up a joint cooperation committee which will coordinate between the two sides in the field of military, politics, economy, trade, culture and other areas of mutual interest.

Saudi Arabia, UAE, and Bahrain - all members of the GCC - together with Egypt, have cut all diplomatic and transport ties with Doha.

The Gulf Cooperation Council (GCC) Summit is scheduled for December 5 and 6.

Kuwait, which had spearheaded unsuccessful mediation efforts since the rift began, had hoped the summit would give leaders a chance to meet face-to-face, two Gulf diplomats said.

Qatar denies the allegations and has accused the Saudi-led bloc of aiming to incite a change of regime in Doha.

Besides the Qatari emir, it is still unclear who will attend.

The three countries instead sent lower-ranking officials to the GCC meeting Tuesday in Kuwait City, while Kuwait, Oman and Qatar will still send senior officials.

Oman's foreign minister, Yussef bin Alawi, sat between them at the meeting which the foreign ministers of the UAE, Bahrain and Kuwait also attended.

The list of demands included shutting down media outlets Al Jazeera and London-based The New Arab, curbing relations with Iran and closing a Turkish military base in the emirate.

Bahrain in October called for Qatar's membership of the GCC to be suspended until it accepted the demands.

"Most people in the GCC have been very vocal about their opinions of the Gulf crisis on social media but they were nearly unanimous in their praise for the efforts of the Kuwaiti leadership in recent months to resolve the crisis", Tahir explained.

State television showed Kuwaiti Emir Sheikh Sabah Al Ahmad Al Sabah receiving Jubeir at the airport as the head of the kingdom's delegation.

"As long as our enemy has changed from Iran to Qatar, the GCC will not continue".

It also indicated that U.S. and its European allies have told GCC members that region remains stronger with them working together as a whole, while "the countries themselves still appear divided" over their future.

The Gulf states have approved a customs union, a common market, a single currency and a single central bank but most of these have yet to be properly implemented.

Despite "negative developments and sorrowful events" over the past six months, GCC leaders have managed to calm the situation which is an important step in addressing the recent feud, he added, according to Kuwait's state news agency (Kuna).
