With the right tax and budget policies, we could ensure that vital housing programs are funded and that truly affordable housing gets built for low income people. "If the Governor considers the Federal tax plan an attack on NY and tantamount to a giant tax increase, what then, would he call this?" He is not making any cuts to health care, but his budget does assume that President Donald Trump and Congress eventually will fund the Child Health Plus and the Disproportionate Share Hospital programs again. Out-year budget gaps and shrinking statutory debt capacity are also growing concerns.

Gov. Andrew Cuomo on Tuesday presented his budget message to members of the state legislature, and it includes not only a billion dollars in additional revenue, but also calls for a radical change in the state income tax code.

"The truth is that more than 85 percent of New Yorkers and small businesses will get the benefit of a tax cut under the new federal tax plan, and if the Governor actually cut state taxes instead of raising them, NY could experience the kind of economic resurgence happening at the national level".

To raise new revenue, Cuomo called for extending the state sales tax on transactions made on such internet sites as Amazon Marketplace and Etsy. People and employers are leaving NY at a record pace because of a lack of economic opportunity and a poor business climate.

We don't need the governor to deliver an election-year message Wednesday. Oppressive taxes, a high cost of living, and financial pressures that drive residents away are not new issues.

"In the coming weeks, my office will thoroughly review the Executive Budget, examine both the near-term and long-term impact of these proposals and provide a detailed analysis".
