In a blogpost written by two YouTube executives, chief product officer Neal Mohan and chief business officer Robert Kyncl, the company said that "99% of those affected were making less than $100 per year in the last year, with 90% earning less than $2.50 in the last month".

In addition, YouTube will now manually review channels included in Google Preferred and ads will only run on videos that have been verified to meet their ad friendly guidelines. These are the kinds of viral videos people have always used YouTube to share with the world.

Paul also shared a video on his YouTube account at about 2 a.m. January 3, in which he said: "I made a severe and continuous lapse in my judgment and I don't expect to be forgiven".

The move is stoking fears that the streaming video giant is going to kill smaller channels. The video remained viewable for 24 hours with no actual interference from YouTube itself, before Paul himself made a decision to take it down.

Google says the change is meant to weed out the bad actors and spammers that have previously gamed the system, but it notes that a "significant number of channels eligible to run ads" will be affected by the policy change.

YouTube has grown immensely since its roots as a video repository before being acquired by Google. For new channels, this is already in effect, and older channels will be reviewed starting in late February.

In March 2017, New York City-based brokerage firm Nomura Instinet estimated that Google lost $750 million in revenue as a result - and that was before another controversy erupted in November over YouTube's algorithm posting inappropriate parody videos starring children's characters on its YouTube Kids channel. YouTube is giving those channels a 30-day grace period to get their numbers up, but if they do not meet the requirements by the end of the grace period, they will no longer be able to earn money through the partner program. Previously, channels had to reach 10,000 total views; now, new channels will need to have 1,000 subscribers and 4,000 hours of watch time within the past 12 months to qualify for ad placement. 1,000 subscribers for a channel is already a big number for those getting started but the new requirements now make it very hard for those looking to join. If YouTube doesn't reinstate my channel as a partner account, I may have to start looking for other ways to host my videos where I have more control and can monetize them myself. The company said almost all affected channels now make less than $100 a year in ad revenue.

As a result, news organizations and advertisers over the past year have discovered YouTube running their ads before extremist, racist and hateful videos.
