Outrage as MPs abandon legal bid to block release of "black cab rapist" John Worboys A government announcement that it will not challenge a Parole Board decision to release prolific "black cab rapist" John Worboys has been met with outrage on social media.

The decision means the convicted criminal could be out of prison within weeks.

"We can confirm that in the absence of any unexpected and compelling response from the Parole Board to our pre action correspondence, we intend to launch judicial review proceedings against the Parole Board next week".

After taking legal advice, Gauke decided it would be inappropriate to proceed with a judicial review.

He said: "I know this will disappoint the victims in this case and members of this House given the crimes for which he has been convicted".

"On a personal level, candidly I share those concerns", he said.

"I fully support the right of victims to take their own legal advice and to challenge the decision", Mr Gauke said.

Last weekend it emerged Mr Gauke had commissioned advice on the possibility of taking the highly unusual step of seeking a judicial review.

Two women he raped have launched a crowdfund appeal to raise money to challenge the Parole Board's decision themselves.

"The decision by the Secretary of State does not weaken our case at this stage".

While the Conservative government has decided not to challenge the Parole Board's decision, London's mayor Sadiq Kahn is rejecting the decision and wants to see it reassessed.

Lawyers suggested it may have been impossible for Mr Gauke to "challenge his own rules" as the Justice Secretary, with his staff most likely contributing to the evidence used to order Worboys' release.

At the very least his victims and Londoners need the Parole Board's decision to be properly scrutinised by the courts.

A three-member panel of the Parole Board decided at the end of a year ago Worboys could be released as he no longer presented a risk to the public. I will do all I can to ensure this happens.

Richard Scorer, who represented 11 other victims in civil cases, said the legal action could still go forward, adding: "It's imperative that the decision to release this unsafe, manipulative man is properly examined by a court as soon as possible".

Earlier today justice secretary David Gauke said it was not feasible for his department to pursue a judicial review into the Parole Board's decision.

The Parole Board hailed the move to conduct a review of the decision making process.

"We think this is a sensible course of action to take to make sure that the public and especially victims have confidence in the Parole Board's work", he added. If we get access to the reasons then we can explore grounds for challenging a decision which is so insulting and horrific for all the victims concerned'.
