The Yunmen Tsuiti building was one of several damaged by late Tuesday's magnitude 6.4 quake.

Two people remain unaccounted for and 280 were injured.

Despite the difficulties, rescue operations would continue until all the members of the family are pulled out, Hualien Mayor Fu Kun-chi said.

Numerous dead were staying at the Beauty Inn, located on the lower floors of the 12-story Yunmen Tsuiti building, which nearly entirely collapsed during the quake, according to Taiwan's official China News Agency. At least seven people are reported still missing. He added that he could feel the solidarity between those involved in rescue work. The building itself was leaning at a 45-degree angle, forcing crews to stabilize it with steel beams.

Thousands of homes experienced power and water supply disruptions and about 830 people are in shelters.

The U.S. Geological Survey says the quake struck 21 kilometres north-northeast of Hualien, Taiwan.

Five people involved in the construction of the complex were later found guilty of negligence and given prison sentences.
