The US Secretary of State Rex Tillerson drew a distinction between "talks" with North Korea and "negotiations", arguing that President Donald Trump's willingness to chat with Kim Jong-un should not be construed as anything more than that.

All Trump got for his agreement to meet Kim was a vague undertaking for denuclearization from the North Koreans and an agreement to refrain from future missile and nuclear testing - with no guarantees.

North Korea's capabilities are indeed close to posing a direct atomic threat to the U.S. And the wider world has grown fearful of a resumption of the Korean War that ended in 1953 without a peace treaty.

The meeting, announced by a South Korean delegation at the White House on Thursday night, would, if it goes ahead, mark an unmatched moment of history in the 70-year standoff between the USA and the isolated state.

Fox News quoted an unidentified US official as saying that Chung would announce an invitation from Kim to meet Trump, no change to planned U.S. Trump has said Canada and Mexico will be exempted.

Experts warned that such presidential summits took months of preparations to produce results while wondering if Trump was succumbing to the temptation of "seeking a win" to bolster his credentials or if he was just making headlines to push more embarrassing developments from the news cycle, such as his troubles with an adult film star.

President Trump is crediting his hardline stance of maximizing pressure on the North.

The White House also confirmed that Trump is ready to meet Kim "by May", although an exact time and location are yet to be determined.

North Korea has long offered a summit to American leaders, who have not taken up the offer.

Kim responded by calling the US president a "mentally deranged USA dotard".

"I explained to President Trump that his leadership, and his maximum pressure policy, along with global solidarity, brought us to this juncture", he said.

Kim Jong Un talked about denuclearization with the South Korean Representatives, not just a freeze. Kim has called Trump a "deranged US dotard", a "lunatic" and a "loser".

Mr Trump accepted the offer - they might now meet as soon as May.
