Investigators believe a package bomb that killed a teenager and wounded a woman in Austin on Monday is linked to a similar bombing that killed a man elsewhere in the city this month, and they're considering whether race was a factor because all of the victims were black.

The boy was found dead at the scene and a woman aged in her 40s was rushed to hospital with potentially life threatening injuries.

A second explosion later in the morning left an elderly woman in critical condition, after she was injured picking up a package in front of her home, police said.

Investigators are now attempting to determine whether the Monday blasts are related to the explosion that killed a 39-year-old Austin man March 2.

According the KVUE reporter Tony Piohetski, officials said they will try to determine the similarities between the two recent cases.

Manley said it not believed this package was left by any official delivery service, and they now do no have any suspect or vehicle descriptions at this time.

The FBI told ABC News that it was responding to the first reported explosion and assisting Austin police, who are the lead agency handling the situation.

The bomb squad and FBI are now at the scene assisting the Austin Police Department with the investigation.

Police said that they do know what type of explosive device was used in the first two explosions, but they are not releasing that information "to protect integrity of investigation". "I want to assure all Texans, and especially those in Austin, that local, state and federal law enforcement officials are working diligently to find those responsible for these heinous crimes". The first explosion occurred on March 2 and the second happened March 12, and Austin police are not ruling out the possibility of hate crimes.

He says that package was brought into the kitchen where it detonated.

"We are not going to tolerate this in Austin", he said. The packages were not delivered by the postal service or delivery services like UPS or FedEx, he said.

"If you do not know who might have sent it, you're not expecting it, do not pick it up, do not shake it, don't listen to it, just call us (police) and we'll come out and we'll take care of it", McManus said. Following the second explosion hours later, he said authorities had not settled on a motive and could not rule anything out. Another woman in her 80s experienced an unrelated medical issue, but did not require hospitalization.

Since none of these packages appear to have been delivered via the mail or private delivery service, Elder said investigators will also have to employ old-fashioned, shoe leather police work; talking to anyone who lives or works around these homes.
