Duterte needs 'psychiatric evaluation' says United Nations rights chief

President Rodrigo Duterte

"He is serving as UN High Commissioner for Human Rights, which is still an worldwide organization, composed of states and heads of states are not accorded that kind of a language", Roque said of the UN official.

He said the Philippine leader "needs to submit himself to some sort of psychiatric examination".

But he abandoned the process in November, after what he called repeated attacks by the NPA during talks.

The department of justice has accused those on the list of "using acts of terror" to sow fear and panic to overthrow the government.

The petition will allow government to monitor listed "terrorists" more closely, track finances and curb access to resources, among other measures. Carlos Conde, a researcher with the group Human Right Watch said that the petition to the court was basically a hit list.

Chinese Foreign Ministry Spokesperson Lu Kang issued the statement following United Nations human rights chief Zeid Ra'ad Al Hussein's suggestion to President Duterte to undergo a psychiatric examination after including a United Nations rapporteur in a list of alleged communist terrorists.

"Tauli-Corpuz and the other individuals mentioned in the petition are there due to their membership in or association with the CPP-NPA as reported over the years by the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP)", Cayetano pointed out.

Dolphins Signing Former Patriots Receiver Danny Amendola
Wide receiver Danny Amendola is reportedly set to sign with the Miami Dolphins , according to NFL Network's Dan Hellie . However, it's far more likely that a big part of the success that stemmed from the Welker move was one Peyton Manning.

Ms Tauli-Corpuz denounced the Government, calling the complaint "baseless, malicious and irresponsible". "As in the case of UN Special Rapporteurs, investigations are opportunities to clarify and collaborate in pursuit of better protection and promotion of human rights on the ground", it stressed.

Mr Duterte's statement said the withdrawal was because of "baseless, unprecedented and outrageous attacks" by United Nations officials, and what he said was an attempt by the ICC prosecutor to seek jurisdiction over him "in violation of due process and presumption of innocence".

Two other United Nations special rapporteurs, Michel Forst and Catalina Devandas Aguilar, expressed "grave concern" about Ms Tauli-Corpuz being on the list, and said she was being punished by Mr Duterte for speaking against some of his policies.

In response to the petition, CPP leader Jose Maria Sison old ABS CBN Monday that the communist rebels will fight President Rodrigo Duterte "single-mindedly and without hesitation" if the government brands them as terrorists.

"I therefore declare and forthwith give notice... that the Philippines is withdrawing its ratification of the Rome Statute effective immediately", Duterte said in a statement.

"Duterte is engaged in a wild anti-communist witch hunt under the guise of anti-terrorism", he said.
