First group of Rohingya refugees returns to Myanmar

UN blacklists Myanmar military for sexual violence

It has been learnt that the five are Aktar Alam, his wife Sajeda Begum, daughter Tahera, son Tarek Aziz and neighbour Shawkat Ara.

The agency said that in the absence of a tripartite agreement between UNHCR, Myanmar and Bangladesh, The UN agency has continued to engage with governments of both the countries in negotiations on two separate agreements meant to ensure that any future returns are conducted in line with the global standards of voluntariness, safety and dignity.

The Rohingya family did not reach Bangladesh as they used to live in no man's land, added Asaduzzaman.

No further information has been given about other possible repatriations. After months of delays, five members of a Rohingya family went back to Rakhine on Thursday.

On Saturday the UN's refugee agency said in a statement that conditions "are not yet conducive for the voluntary, safe, dignified, and sustainable return of refugees".

Andrea Giorgetta of the International Federation for Human Rights (FIDH) told AFP that Myanmar's announcement of repatriation is "a public relations exercise in an attempt to deflect attention from the need for accountability for crimes committed in Rakhine State". "We're trying to know about it", he told reporters apparently expressing displeasure over the claim through global media. The Myanmar government has not finished verifying the first list of 8,032 Rohingyas handed over to Myanmar on February 16.

An estimated 687,000 Rohingya - about half of Myanmar's entire population of Rohingya, a stateless Muslim ethnic minority group - have left their homes in northern Rakhine state since violence erupted in August, crossing into Bangladesh and settling in vast and squalid refugee camps. "There is no way to call it repatriation ... under no criteria it's repatriation ... its nothing but a hoax".

Repeat concerns have been raised by rights groups about repatriating the thousands who fled before their safety can be guaranteed.

The Rohingyas, who have been denied citizenship and basic rights in Myanmar, have fled into Bangladesh in various waves since 1980s - the latest being the largest and creating the fastest growing refugee crisis of the world.

Doctors Without Borders says the violence claimed at least 6,700 Rohingya lives in the first month alone.

Women were raped and Rohingya houses were looted.

The United Nations has warned that a mass repatriation of Rohingya would be premature.

Bangladesh and Myanmar agreed in November to repatriate three-quarters of a million Rohingya by the end of the year but the deal has been delayed indefinitely, with each side blaming the other for a lack of preparation.

He, however, hoped that the Myanmar side will take back all its nationals from Bangladesh, not one single family.

The agreement, signed by UN High Commissioner for Refugees Filippo Grandi and Bangladesh Foreign Secretary Md Shahidul Haque, established a framework of cooperation between UNHCR and Bangladesh on the safe, voluntary, and dignified returns of refugees in line with worldwide standards. On 16 January, Bangladesh and Myanmar signed a document on "Physical Arrangement" which will facilitate the return of Rohingyas to their homeland from Bangladesh. And a United Nations report from last week says the country still hasn't addressed the actual cause of the crisis.

Director of Centre for Genocide Studies at Dhaka University professor Imtiaz Ahmed said Bangladesh now has a Rohingya population, which is far more than Bhutan's entire population. "Such actions by Myanmar may threaten the bilateral repatriation".
