Palestinians seek United Nations vote blaming Israel; US wants changes

HRW's call came shortly before the UN General Assembly adopted a nonbinding resolution that condemns Israel's use of excessive force and calls for measures to protect Palestinians in Gaza.

The resolution deplores "any excessive use of force" by Israeli forces, particularly in Gaza, and demands that Israel "refrain from such actions".

The official's observation followed an afternoon of high drama over a resolution submitted by Arab and Islamic member states that blamed Israel for the Gaza violence, ignored Hamas entirely, and demanded "international protection" for Palestinians in the West Bank and Gaza Strip. The U.S. vetoed that resolution June 1, with Haley calling it "grossly one-sided" for criticizing the use of force by Israel while not mentioning Hamas.

Former commander of the Gaza Division Brigadier-General Eyal Eisenberg has said Israel should change the way it deals with Hamas in the Gaza Strip.

US Ambassador Nikki Haley slammed the Arab-backed measure as "fundamentally imbalanced" for its failure to mention Hamas and has proposed an amendment that condemns the Palestinian militant group.

Algerian Ambassador Sabri Boukadoum, representing Arab nations, first sought to block a vote on the US amendment, saying it wasn't relevant to the resolution.

Israel's ambassador accused "anti-Israel elements" of blocking condemnation of Hamas. Israel says Hamas has used the protests as cover for attacks on the border fence. It also seeks recommendations to protect Palestinian civilians. "We want our civilian population to be protected".

The General Assembly last held a similarly contentious vote on the Israeli-Palestinian conflict in December, when it rejected President Donald Trump's decision to recognize Jerusalem as Israel's capital and move the United States embassy there.

Arab and Islamic nations then chose to seek a vote on virtually the identical resolution at Wednesday's emergency meeting of the General Assembly, where there are no vetoes.

Unlike the Security Council, resolutions adopted by the assembly are non-binding and there is no veto.

"We can not remain silent in the face of the most violent crimes and human rights violations being systematically perpetrated against our people", Mansour said.

Turkey's Ambassador Feridun Hadi Sinirlioglu defended the resolution, saying it was "about taking sides with worldwide law" and showing the Palestinians that the world "does care about their suffering".

It also "deplores the firing of rockets from the Gaza Strip against Israeli civilian areas", but doesn't say who is doing the firing.

A USA official also told Axios that the Trump administration wants to launch a peace plan when the circumstances are "right", and that Kushner and Greenblatt are interested in input from the parties involved.
