The FBI and its former director James Comey have been criticised for their handling of the Hillary Clinton email investigation by the Justice Department's watchdog. It also said some FBI agents showed anti-Trump bias, but that bias did not affect the investigation.

FBI Director Christopher Wray said he "appreciates" and takes "very seriously" a report from the Justice Department's watchdog that examines the conduct of several officials, including the former director, James Comey.

In an op ed for The New York Times, Comey wrote that the report "also resoundingly demonstrates that there was no prosecutable case against Mrs. Clinton, as we had concluded". What about the anti-Trump text messages?

Other information in the report has previously been made public, including anti-Trump texts sent by Peter Strzok and Lisa Page.

But the report could do more to back Democratic claims that the FBI actually contributed to Trump's victory, most notably by reopening in the final days of the race its investigation into whether Clinton mishandled classified information.

"The inspector general's team went through the FBI's work with a microscope and found no evidence that bias or improper motivation affected the investigation", he said.

"Mr. Comey, as the FBI Director, was the chief investigator, not the prosecutor".

The House Judiciary and Oversight committees, in a memo obtained by Fox News, outlined their findings in their separate investigation on decisions made by the Department of Justice in 2016 and 2017.

Mr Trump's allies have signalled they will use the Horowitz report to press their argument Mr Comey did not act properly while overseeing the Russian Federation probe. She told the inspector general she decided not to step aside because it might "create a misimpression" that she and the former president had discussed inappropriate things.
