Watchdog: Comey insubordinate, not biased in Clinton probe

Justice Department's inspector general arrives to testify before the House Oversight and Government Reform Committee after faulting the department for disregard of public safety in

The Justice Department watchdog report by Inspector General Michael Horowitz said the FBI's decision not to prosecute Clinton in the case was "consistent with the department's historical approach in prior cases under different leadership", the source said. According to Comey, his decision to announce the reopening publicly was based on the assumption Clinton would win the election, and motivated by a desire not to be seen as helping her.

President Donald Trump will look to the inspector general report to provide a fresh line of attack against two former top FBI officials, Comey and his deputy, Andrew McCabe, as he claims that a politically tainted bureau tried to undermine his campaign and, through the Russian Federation investigation, his presidency. Comey has said he was prompted to take extraordinary action in the Clinton case, in part, because he believed then-Attorney General Loretta Lynch showed poor judgment when she met privately in June 2016 with former President Bill Clinton when their planes were parked on the tarmac in Phoenix.

Horowitz added that it also raised questions about Strzok's failure to follow up on the midyear-related investigative lead discovered on Anthony Weiner's laptop in October 2016.

Consider taking steps to improve the retention and monitoring of text messages department-wide. However, investigators did not find any political bias on behalf of Comey or the Federal Bureau of Investigation when it came to protecting or prosecuting Clinton. The investigation included Horowitz reviewing Comey's July news conference where he announced Clinton was "extremely careless" in handling classified information but hadn't committed enough wrongdoing for a prosecutor to pursue. "Right?!" FBI lawyer Lisa Page texted investigator Peter Strzok in August 2016. The Russia investigation was unknown at the time to the American public.

Comey himself acknowledged that he was breaking with protocol, telling reporters at the time that his decision to make a statement was "unusual".

Uh huh. And what about Comey's decision not to accuse Clinton of "gross negligence"?

Salah remains a doubt for match against Uruguay-Egyptian FA
So I thought to myself: 'I have quite a few games to play before the end of the season, I can break the all-time record!'. Salah, 25, netted 44 goals in all competitions under Jurgen Klopp this season.

But the report could do more to back Democratic claims that the FBI actually contributed to Trump's victory, most notably by reopening in the final days of the race its investigation into whether Clinton mishandled classified information.

"Spoiler alert: President Trump's cronies have already readied their talking points to exaggerate & distort the facts of tomorrow's DOJ IG report and spin them into a false narrative about the Special Counsel investigation", he tweeted.

The Inspector General also examined whether FBI employees leaked information about investigations of the Clinton Foundation charitable organization and emails in a bid to help Mr Trump's campaign.

The document detailed Comey's reasoning for informing Congress the FBI had restarted its Clinton investigation after initially finding no wrongdoing. Trump will nearly certainly use the report to validate his firing of Comey previous year.

"We found that it was extraordinary and insubordinate for Comey to do so, and we found none of his reasons to be a persuasive basis for deviating from well-established Department policies in a way intentionally created to avoid supervision by department leadership over his actions", the report says.

Comey investigated the case regarding the correspondence of presidential candidate Hilary Clinton, who used a private mail server when she was Secretary of State from 2009-2013. However, while other reports do implicate McCabe in wrongdoing, the IG says that McCabe "did what he was supposed to do" with regards to his decision not to recuse.
