The zero-tolerance policy was announced shortly after the revelation that the US Department of Health and Human Services has lost track of hundreds of children, mostly from Central America, whom the federal government had in its custody.

The measure would also offer protections to another vulnerable group - Deferred Action for Childhood Arrivals recipients - who are undocumented immigrants brought to the United States as children.

Unlike the 1,475 minors the ORR can not account for, the children now being taken at the border are not unaccompanied. Children don't belong in jail at all, even with their parents, under any set of circumstances.

The legislation, which was backed by Trump, would have also allowed recipients of the Deferred Action for Childhood Arrivals program to apply for legal status. When the US-Mexico border was fortified in the mid-1990s under President Bill Clinton in the hopes of making the border more unsafe to cross, the result was predictable. The last major surge of unaccompanied children was in 2014, when so many came at one time that the Border Patrol had to open temporary holding facilities and place kids in large cages without beds or blankets, much like it's doing today with kids who are split from their parents. So They have to cross the border to ask for help as they flee from violence and poverty.

The President's decision came a day after he met Republican lawmakers on Capitol Hill who fear that their own political prospects with the midterm elections are being damaged by the separation policy.

Although it ultimately may take a court ruling to stop family separations, it doesn't have to be this way.

Several members said after that meeting that Trump did not indicate that he was willing to fix the family separation issue administratively, although many contend he has the authority to do so.

Goodlatte's bill would have provided funding for a wall along the southern border, ended the diversity visa lottery program, limited family-based visas, created an agriculture guest worker program require employers to use the E-Verify program - a pivotal provision in garnering conservative support - and allowed for the administration to cut funding toward sanctuary cities.
