In a year and half, Pruitt managed to squeeze in a staggering number of scandals, spending loads of taxpayer dollars on first-class flights, keeping a "secret calendar" to mask his meetings with industry representatives, and so much else.

Samantha Dravis, who recently resigned as Pruitt's policy chief, told investigators last week that Pruitt had made clear to her before and after he became EPA administrator that he would like the attorney general's job, held then and now by Jeff Sessions. "He understands the Trump administration, and will carry out the agenda", Dempsey continued.

As Pruitt's controversies grew in April, the Union on Concerned Scientists said it would have serious concerns if Wheeler were made EPA administrator. "I believe you are serving as President today because of God's providence", Pruitt wrote.

Jennifer Kaplan, a spokeswoman for EPA Inspector General Arthur Elkins, said Thursday that the office was "assessing and evaluating" its ongoing audits and investigations in the wake of Pruitt's departure.

Pruitt's exit came just days after a woman confronted him at a Washington restaurant and called on him to resign. He's remained largely out of the public eye since his tenure began.

Wheeler shares numerous Pruitt's policy views and was confirmed as deputy in April with only three Democratic votes.

Democrats and environmental groups decried Wheeler as a coal apologist and former top aide to a GOP senator who rejects mainstream climate science. "We can't afford more pollution and asthma attacks - our children's health and their future depends on it".

Environmentalists issued warnings about Wheeler when he joined the EPA.

Under Pruitt, the EPA "rolled back punishing regulations that were hurting American workers and stifling our economy", Barrasso said. Some of the ethics accusations involved jobs for Pruitt's wife.

"While I disagree with Andrew Wheeler on many environmental policies, particularly coal, I know him personally as someone with high ethical standards and don't expect him to engage in pervasive corruption like Pruitt". Over an eight-year period, Wheeler earned more than $3 million lobbying for Murray Energy. For Republican politicians from states in the farm belt, though, Mr. Pruitt's tampering with existing rules went too far.
