Forty-eight residents remain unaccounted-for in Hiroshima Prefecture, and 20 are still missing in Okayama Prefecture.

Delivery companies Sagawa Express Co. and Yamato Transport Co. and cargo service Japan Freight Railway Co. said some of their shipments to and from the flooded areas have been suspended or reduced.

Remnants of Typhoon Prapiroon fed into a seasonal rainy weather front fueled by warm air from the Pacific Ocean - a pattern similar to one that caused flooding in southwestern Japan exactly a year ago that killed dozens on people.

In total in southwestern Japan, the death toll has exceeded 150.

In the Mabi district of Kurashiki, the water left behind a fine yellow silt that has transformed the area into moonscape. Thousands of homes were without clean water and electricity in the city of Hiroshima and other hard-hit areas.

Almost 13,000 customers had no electricity, power companies said on Monday, while hundreds of thousands had no water. Many people lined up to receive water in temperatures reaching 34 degrees Celsius.

Chief Cabinet Secretary Yoshihide Suga told reporters Monday at least 80 people were still unaccounted for. "I hope they find him soon".

"It was close. If we had been five minutes later, we would not have made it", said Yusuke Suwa, who fled by auto with his wife early on Saturday when an evacuation order came after midnight.

So far 1.5million people have been forced to leave their homes, with 3million more advised to do so or face the devastating consequences brought by the flooding.

Japanese officials said more than 73,000 emergency workers and troops were involved in search and rescue efforts.

The Government has set aside 70 billion yen ($845 million) in infrastructure funds to respond to disasters, with 350 billion yen ($4.22 billion) in reserve, Mr Aso said, adding that an extra budget would be considered if needed.

Officials in Ehime prefecture asked the government to review its weather warning system, noting that rain warnings were issued after damage and casualties already had occurred.
