Officer investigated for failing to help woman being harassed about citizenship

The Governor of Puerto Rico responded to a viral video of a woman being harassed for wearing a Puerto Rican flag shirt Monday.

Rosello said the officer failed to ensure Irizarry safety. "You know that right?" says the man, who appears to be intoxicated. No, the world is not going to change the United States of America.

"Period", the man insisted, ignoring Irizarry's comments that she was only there for a birthday party and was not trying to "change anything".

"As you can see, the police, he's not even grabbing him", Irizarry says to her viewers. "My point is, why are you wearing that?" he says, pointing at her.

Other officers arrived on the scene, and while they were responding to a different report, Irizarry finally got the help she needed from them. I do not feel comfortable with him here, is there anything you can do? Like, this guy's just walking up to me. Later, she again pleaded with the officer, "Officer, I feel entirely uncomfortable, can you remove.please officer".

Eventually, a witness calls authorities, more officers arrive and the man is questioned. "The intoxicated individual involved in the incident was arrested and charged with assault and disorderly conduct", the Forest Preserves tweeted. The investigation is ongoing and the officer involved has been assigned to desk duty pending the outcome.

Footage of the incident, which took place last month, resurfaced online in recent days and one Facebook post with the clip had almost 2 million views at time of publication.

However, the officer walked away from her, then later spoke to the man, who told the officer to "shut the fuck up".

Irizarry posted the video on her Facebook account after the June 14 encounter at Caldwell Woods, which is part of the Forest Preserves of Cook County. I am appalled, shocked & disturbed by the officer's behavior.

"After the incident, we immediately launched an investigation pursuant to our personnel policies into the response of our officer", it said.

Puerto Rico was hit by a devastating storm, Hurricane Maria, last September.

While not a state, Puerto Rico is an unincorporated territory of the US, and Puerto Ricans are American citizens.

Gutiérrez went as far as to write a letter to the acting assistant attorney general in charge of the Civil Rights Division at the Department of Justice to ask for an investigation into what happened to Irizarry. "I was denied entry into the Capitol complex by U.S. Capitol Police despite being a Congressman with identification, because my daughter was carrying a Puerto Rican flag and the officer doubted that I could possibly be a Member of Congress".

Stagner and the Forest Preserves are not the only ones upset by the video, as Puerto Rican Gov. Ricardo Rossello tweeted about the "undignified event", calling the man a bigot and finding fault with the first officer who "did not interfere".
