Mr Raab said: "That kind of selective snippet that makes it into the media to the extent that the public pay attention to it is unhelpful".

But while there are a few who might wallow in pessimism or have us cower in a corner at this historic crossroads, I am confident Britain's best days lie ahead.

Part of the Government's planning involves securing supplies of food and medicines.

Raab said the new bill is aimed at providing further certainty at home and in the negotiations that Britain is getting on with the job of delivering a smooth and orderly Brexit while giving parliamentarians an opportunity to consider the detail of the EU (Withdrawal Agreement) Bill before it is introduced.

Unveiling the plans in a white paper in the House of Commons, Mr Raab described it as "another key milestone in the UK's path to leaving the EU". Mr Barnier and I will be discussing how we complete the remaining 20 per cent, including guarantees to avoid a hard border between Ireland and Northern Ireland.

Of course, there is no deal unless we agree the whole deal - it must work for the United Kingdom and the EU.

Earlier Raab, who has already held talks with the EU's chief negotiator Michel Barnier, appeared in the House of Commons to announce the publication of a new government White Paper explaining how Britain's European Union withdrawal agreement will be put into law.

"Exiting the EU without agreement on this matter would leave regulators in limbo in March 2019, and even under the terms of the draft EU-UK withdrawal agreement, access to such databases would be switched off post-2020", it suggested.
