'We're in the bullseye' of storm

Flooding

Florence is expected to hit the Carolinas and Virginia on Thursday or early Friday, prompting evacuation orders for more than a million people.

The National Hurricane Center says a new report from an Air Force Reserve Unit hurricane hunter aircraft indicates that Hurricane Florence's top sustained winds have decreased slightly to 130 miles per hour, with higher gusts. "This one has the potential to blow them all out of the water".

Although as of yesterday afternoon Hurricane Florence was a Category 3 hurricane, models and forecasts predict that it will intensify into a Category 4 hurricane.

"A warning is typically issued 36 hours before the anticipated first occurrence of tropical-storm-force winds, conditions that make outside preparations hard or risky", the warning states.

Forecasters said parts of North Carolina could get 20 inches of rain, if not more, with as much as 10 inches elsewhere in the state and in Virginia, parts of Maryland and Washington, D.C.

"We're talking 12-foot seas stretching 300 miles away from the center", the NHC's Graham said. It took them almost the whole day Monday to drive the 60 miles off the barrier island.

The vessels would get underway from Naval Station Norfolk and Joint Expeditionary Base Little Creek to avoid potential damage from winds and tidal surges, said Colonel Rob Manning, a Pentagon spokesman.

Most manure pits could handle up to 25 inches of rain, Curliss said. "This rainfall may produce life-threatening flash flooding".

U.S. President Donald Trump on Tuesday signed declarations of emergency for North Carolina, South Carolina and Virginia, freeing up federal resources for storm response.

He encouraged citizens to use the time between now and Thursday to prepare and use common sense in staying safe.

North Carolina Governor Roy Cooper on September 10 urged North Carolina residents, businesses and visitors not to delay preparations and to follow evacuation orders.

Virginia Governor Ralph Northam ordered a mandatory evacuation for about 245,000 residents of low-lying coastal areas, while some coastal counties in North Carolina have done the same.

While Florence is expected to strengthen as it approaches the Carolina coast, the storm will weaken before it makes landfall. By Monday, it was evident that the worst-case-scenario was becoming reality, as Florence exploded in strength from a Category 2 hurricane to a Category 4 storm with winds in excess of 130 miles per hour. In the six decades since then, many thousands of people have moved to the coast. But that part of the East Coast rarely sees any major hurricanes.

Governors in SC and Virginia have also issued mandatory evacuation orders ahead of the storm.

The decisions were made as Florence appears set to come ashore along the Carolinas' coastline late Thursday or early Friday with strong winds and heavy rain.

It's unclear if some other games in the Carolinas or Virginia could be affected by the storm.

GOHSEP said the teams will being arriving in the Carolinas Tuesday. The University of Virginia's scheduled home game Saturday against OH was relocated to Nashville, Tennessee and the start time for Wake Forest's Atlantic Coast Conference home game Thursday against Boston College was moved up.

A new National Hurricane Center map predicting the likelihood of tropical storm-force winds stretches from northern Florida to eastern Kentucky and OH, and even up to the New York City area - although there's only a 5% to 10% chance of those conditions stretching that far north.
