The National Hurricane Center downgraded it to a tropical storm on Friday afternoon, but warned it would dump as much as 30 to 40 inches of rain on the southeastern coast of North Carolina and into the northeastern coast of SC in spots.

The storm had maximum sustained winds of 50 miles per hour as of 5 a.m., the briefing said.

It's moving very slowly, at about 2mph (3.2km/h).

Emergency declarations were in force in Georgia, South and North Carolina, Virginia, Maryland and the District of Columbia. Those conditions were expected to worsen significantly.

The Carteret Country Sheriff's Department confirmed that these two deaths initially reported as a result of Florence were a result of an apparent murder-suicide.

Officials in SC reported the state's first fatality due to Florence on Saturday.

Any returning evacuees have been warned that flooding may last in the eastern Carolinas into next week, inclusive of flooding across roadways and into homes.
