Hurricane Florence aftermath: Flooding crisis in North and SC

North Carolina

Rivers such as the Cape Fear, Lumber, Waccamaw and Pee Dee are most at risk. Officials have no estimates on when the roads in Wilmington will be open again.

"For many parts of North Carolina, the danger is still immediate", North Carolina Governor Roy Cooper said at a news conference Monday. Brock Long of the Federal Emergency Management Agency said "the numbers are all over the place" and "there's just too much blame going around".

Prior to the storm, the VA said that all facilities in the region had "topped off their energy and oxygen supplies, and have enough food until September 29".

Experts say people likely got complacent about Florence because of a scale that only categorizes hurricanes by wind strength.

"Unfortunately, we've still got several days to go". State environmental regulators said Sunday they had not yet received any reports of spills.

Crews have conducted about 700 rescues in the city and surrounding New Hanover County, and more than 60 percent of homes and businesses are without power, the AP reported. The smell of broken pine trees wafted through damaged neighborhoods.

President Donald Trump says the aftermath of last year's hurricanes in Puerto Rico have been an "incredible, tough situation" but adds, "we fought, and we are winning that one big". Trump said nearly 20,000 military personnel and federal workers were deployed to help with the aftermath of Florence in the Carolinas and the Mid-Atlantic, and they would "do whatever it takes to keep the American people safe".

More than a dozen Coast Guard members from Cape Cod have traveled south to help out in the wake of Hurricane Florence. Researchers from the University of Texas following survivors four months after Hurricane Harvey a year ago found that more than half suffered mental health stress, with an estimated 18 percent reporting serious psychological distress.

"It's all kind of a blur", Monroe said.

Downgraded from a tropical depression, the deadly storm still had abundant rain and top winds around 25 miles per hour (35 kph).

But that figure could rise to at least $100 billion after the full extent of the damage is assessed, analysts warned. The storm caused some delays in rail, airplane and boat transportation along parts of China's southern coast.

It has dumped up to 100cm of rain on North Carolina since Thursday, the NWS said.

The number of closed and impassable roads climbed to 1,500 in North Carolina, the U.S. Department of Transportation said.

Others killed included three who perished "due to flash flooding and swift water on roadways", according to the Duplin County Sheriff's Office, and a 61-year-old woman who died when her auto hit a downed tree.

Tornadoes spawned during storm conditions in Virginia, causing the death of one man after the warehouse where he worked collapsed.

Other regions remain vulnerable to flash flooding and major river flooding, forecasters said.

A CSX train hauling chemicals derailed late Sunday in Anson County, North Carolina, south of Charlotte and near the SC border, because of washed-out tracks.

WWAY-TV in Wilmington reported that engineers braved the wrath of Hurricane Florence to switch the transmitters to generator power after electricity to the site went out.

Officials in the Carolinas are anxious about what deaths are still to come amid the swelling rivers and flooding from Florence's crawl across both states.

Emergency officials had difficulty keeping up with the scope of the spreading disaster.

The mobile unit, which carried more than 30 medical personnel, is the only facility within a 50-mile radius for the community, which is as isolated as neighboring Wilmington, he said.
