North Korea agrees to shut down missile test sites at key summit

North Korea's Kim Jong Un Says He Will Visit Seoul

Speaking at a joint news conference following their summit talks in Pyongyang, Mr. Moon and North Korean leader Kim Jong Un said they agreed to turn the Korean peninsula into a "land of peace without nuclear weapons and nuclear threats".

Seoul and Pyongyang have both been keen to promote inter-Korean ties, with Kim looking to secure cooperation from the far wealthier South in economic projects, and Moon looking to reduce the risk of a US-North Korean conflict that would devastate his country.

"There is not only going to be a smooth road ahead, there will be challenges and trials, but the more we overcome them the stronger we will become", Kim said. North Korea was expected to hold another mass spectacle, attended by South Korea's president, on Wednesday.

The second day of summit talks took place Wednesday at Baekhwawon state guesthouse in Pyongyang, North Korea.

"In the meantime there will be no Rocket or Nuclear testing", Trump wrote on Twitter.

North Korea has agreed to allow independent experts to inspect the dismantling of a key missile site and a nuclear research facility, in what South Korean president Moon Jae-in has called the first specific steps for denuclearisation of the Korean peninsula.

Even before the start of his three-day trip to Pyongyang on Tuesday, the South Korean president said the main objective of his trip was to restart the US-North Korea dialogue.

The complete denuclearisation of the peninsula is "not far", the South Korean president said.

After a closed-door summit, the South's delegation, including top business executives and musicians, joined Kim and North Korean officials at Pyongyang Grand Theatre for an orchestral performance by the North's Samjiyon orchestra.

They kicked off their third meeting of the year on Tuesday in Pyongyang, where cheering crowds greeted the leaders as they travelled through the capital.

They also agreed to withdraw 11 guard posts from the Demilitarized Zone (DMZ) by December and to establish a no-fly zone above the military demarcation line that bisects the two Koreas that will apply to planes, helicopters and drones. The facilities have served as a key test centre for its intercontinental ballistic missiles designed at reaching the United States.

The outcome will also be a litmus test for another meeting Mr Kim has recently proposed to Mr Trump.

In previous, failed talks, North Korea said it could consider giving up its nuclear programme if the United States provided security guarantees by removing troops from South Korea and withdrawing its so-called nuclear umbrella of deterrence from the South and Japan.

North Korean Defense Minister No Kwang Chol and South Korean Defense Minister Song Young-moo signed a military agreement to implement the Panmunjom agreement.

US officials involved in the latest negotiations have said North Korea has refused to even start discussions about defining denuclearisation.
