At least 17 people were killed in the college, with dozens more injured.

Crimean leader Sergei Askyonov said a student had carried out the attack before shooting himself.

A local resident said officials had instructed parents to collect their children from schools and kindergartens in the city for their safety.

The Investigative Committee, the law enforcement body that investigates major crimes, said initial information was that an explosive device packed with metal objects had gone off in the cafeteria of the college.

Russian news media, however, reported that at least some of the victims died in an attack by an unidentified gunman or gunmen.

Committee spokesman Andrei Przhezdomsky said bomb squads were working "at the blast site", adding that the body of Roslyakov was found in the college next to a pump-action gun.

The bomb blast took place in the city of Kerch, which is the entry point for a new 19km bridge linking Crimea to mainland Russian Federation.

The head of a Crimean college said unknown gunmen had burst into the building, let off explosives, and started shooting anyone they saw.

"There were lots of corpses, corpses of kids, a real terrorist attack", she said.

President Vladimir Putin's spokesman, Dmitry Peskov, said Russian authorities were considering terrorism as a possible motive. "The Federal Security Service of Russian Federation is investigating at the crime scene, searching for more explosive devices", Russia's National Anti-Terrorism Committee said, revealing no more details.

"Then a strong explosion went off, but thank God, I was already outside and saw our guys being thrown out of the windows by the explosive wave", said the student. Someone broke in 30 minutes after I left the building.

Russia's Health Minister Veronika Skvortsova headed to the area to help coordinate assistance to the wounded and helicopters carrying emergency medical teams flew to the area.
