Trump lacks legal authority to send military to U.S.-Mexico border

Trump threatens to use military to close Mexican border as migrant caravan approaches

Republicans seeking to retain control of the House of Representatives will likely present the migrant caravan as evidence of what they say is a need to further tighten the U.S. -Mexico border.

Mexico in April pushed back on Trump's threats and rhetoric, with Mexican President Enrique Peña Nieto saying in a video statement on Twitter that "We're not going to permit that negative rhetoric to define our actions". -Mexican citizenship. The statement said Mujica attacked immigration agents - as well as local and federal police - after being asked for his identification.

The Mexican ambassador to the United States said that they had reason to believe that the migrant caravan from Honduras heading towards the US border was not the result of a grassroots effort, but was "politically motivated".

In a series of tweets, Trump said that if Mexico is incapable of stopping the immigrants, he will "call up the U.S. Military and CLOSE OUR SOUTHERN BORDER!"

Several thousand Honduran migrants moved this week through Guatemala, and some were trying to cross to Mexico on Thursday, local media said. She said she thought Trump's proposal to construct a border wall between the U.S. and Mexico would be "expensive" and "ineffective" at stopping immigrants.

Keilin Umana, a pregnant nurse who told the Associated Press that she had fled her home after receiving death threats from gang members, said: "We are not criminals, we are migrants".

Officials in Mexico have said the 4,000 or so Hondurans will not be allowed to enter the country as a group and must have a passport or visa - or apply for refugee status.

A similar caravan of migrants made the journey to the U.S. in April, taking the same route from Honduras to the United States, via Guatemala and Mexico.

In April, Trump said that he wanted to deploy more U.S. troops on the border until the completion of his planned wall between the United States and Mexico.

Washington has committed $2.6 billion in assistance to the Northern Triangle countries of Central America - Honduras, Guatemala and El Salvador, all of which are the source of many migrants.

Trump spoke with the incoming Mexican president earlier this month and claimed that "we will work well together".

Launched Saturday from Honduras, the caravan reportedly has grown to more than 4,000 people, including whole families and - in some cases - children traveling without their parents.

Trump has made security on the southern border one of the signature issues of his two-year presidency, calling for a "wall" and frequently railing against what he describes as a flood of rapists, gangs and "bad hombres".

Mexico's foreign ministry did not immediately respond to a request for comment.

"I would like to highlight that for the Mexican government it is essential, in the first place, to respect and protect the human rights and the fundamental dignity of all of the migrants, and to do it under the logic of respectful, humanitarian treatment", said Foreign Minister Videgaray. "He's making a political calculation".
