Khashoggi murder: Pompeo says 'no direct evidence' implicates Saudi prince

Crown Prince Mohammed bin Salman also told associates in August last year that if he failed to persuade Mr Khashoggi to return to Saudi Arabia

Khashoggi was killed in a Saudi consulate in Istanbul, which he entered to get the necessary paperwork to marry his Turkish fiancée. But Prince Mohammed has repeatedly denied planning or participating in the murder, instead placing the blame on rogue operatives.

But the agency has not found any single piece of evidence that irrefutably links Mohammed directly to the killing, people familiar with the intelligence said.

The BBC's political editor Laura Kuenssberg tweeted: "The Prime Minister stressed the importance of ensuring that those responsible for the appalling murder of Jamal Khashoggi are held to account".

"To be clear, we lack direct reports that the crown prince issued the order of murder", the assessment notes, according to the Journal.

"We are going to survey together the market situation with Saudi Arabia and respond to it operationally", he said. The resolution advanced even as the administration vowed to stand by Saudi Arabia following global outcry over the killing of Khashoggi.

But US President Donald Trump has said that it does not matter if the crown prince ordered the killing of Khashoggi, who lived near Washington, because the kingdom is a major buyer of arms, supplier of oil and opponent of Iran.

From there, he wrote a monthly column in the Washington Post in which he criticised the policies of Crown Prince Mohammed bin Salman. "It remains an important relationship, and we're aiming to keep that relationship with the Kingdom of Saudi Arabia".

"But this is not only the case of Turkey, but of the whole world".

Prince Mohammed's case was not helped by the leak of a Central Intelligence Agency report saying he sent 11 messages to Saud al-Qahtani - a former close aide - at the time Khashoggi was killed.

The crown prince told his close circle last August that if they failed to bring back Khashoggi "we could lure him outside Saudi Arabia and make arrangements".
