In a statement, the company said the site will serve as "an advanced manufacturing facility" and "a hub of high technology innovation".

Taiwanese electronics producer Foxconn initially said it would make a $10 billion investment in southeastern Wisconsin and add up to 13,000 jobs in the area.

According to a Reuters report earlier this week, Gou's special assistant Louis Woo (胡國輝) said the plan was revised in light of the steep cost of making advanced TV screens in the USA, where labor expenses are comparatively high.

Trump bragged about the plan and appeared alongside Gou at a groundbreaking ceremony last summer wielding golden shovels.

It did not provide details on employment or products, although it said it meant to "broaden our investment across Wisconsin far beyond our original plans".

State leaders offered almost $4 billion in tax incentives to help seal the deal. Residents' opposition, labor shortage, and technology transfer difficulties are the three main reasons why manufacturing companies like Foxconn could not move back to the United States easily, industry insiders and analysts have said.

Foxconn Technology Group said Friday it will go ahead with plans to manufacture liquid-crystal displays in Wisconsin after an intervention from President Donald Trump.

Advocate Aurora unveiled plans to build a hospital, medical office building and two clinics in the region in May 2018, about eight months after Foxconn made a decision to build its plant in the area.

The latest Foxconn statement did not say whether the commitment to this size factory would affect the type of workers who would be employed in Wisconsin. Now, the company's saying it's just not profitable to build low-margin, commodity TV screens in the U.S. So it'll focus instead on building an "advanced manufacturing facility" with far fewer employees.

"Foxconn is moving forward with our planned construction of a Gen 6 fab facility, which will be at the heart of the Wisconn Valley Science and Technology Park".

He told Wisconsin broadcaster WISN: "I have been involved with the Foxconn project from day one and there never have been any side deals and the contract stands on its own".

Other costs to taxpayers are harder to quantify, said Steven Deller, an economist at University of Wisconsin-Madison. Critics called the deal a corporate giveaway that would never result in the promised manufacturing jobs and said it posed serious environmental risks.

The company past year said it was reducing the scale of what was to be made in Wisconsin, from what is known as a Gen 10 factory to Gen 6.
