Nancy Pelosi Says She Won't Bail Out Republicans On Emergency Disapproval Vote

Building a wall on the southern border to stop migration to the US was Trump's signature campaign issue in 2016

"Republican Senators are proposing new legislation to allow the President to violate the Constitution just this once in order to give themselves cover", Pelosi, D-Calif., said in a statement.

Some Democrats don't want to wait until 2020 to oust President Trump, but with House Speaker Nancy Pelosi now coming out against impeachment, they're not sure what comes next.

Four Republican senators said they plan to vote to buck Trump's emergency declaration and others are privately mulling their decision, but Politico reported Republicans are seeking Trump's support for the Article One Act in exchange for voting against the disapproval vote on the border declaration. Trump claims his first years in office have been "the most successful first two years in history" and asks how anyone with such a record can be removed from office when "impeachment is for "high crimes and misdemeanours"?" A Tillis aide did not return messages left for him. Other Republican senators who back the resolution are Alaska's Lisa Murkowski, Maine's Susan Collins and Kentucky's Rand Paul. But he now expects fewer defections.

In contrast, 60 percent of Democrat and Independent voters said they would likely vote against a member of Congress who voted in favor of the national emergency, compared to 16 percent of whom would more likely vote for a member of Congress who backed the Trump's emergency powers to build the wall.

Congress does not have the votes to override Trump's veto.

But final congressional approval of the resolution on Thursday would highlight a clash in which Trump was being forced to protect his signature campaign promise - building a wall along the U.S. -Mexico border - by vetoing legislation sent to him by a Republican-led Senate.

She said he had a "robust discussion" about the emergency declaration with Pence on Tuesday, and will decide how to vote on the resolution to overturn it before Thursday's vote.

Sen. Josh Hawley (R-MO), a constitutional lawyer and a freshman senator, came out in favor of President Trump's move to secure the border through the National Emergencies Act.

Under a 1976 law, presidents have wide discretion in determining when a national emergency has occurred.

If passed into law, Lee's bill could impact Trump's national border emergency in the future, since ongoing national emergency declarations must be reaffirmed annually.

Lee's proposal, released late Tuesday, says a presidential emergency would last 30 days unless Congress votes to extend it. If Trump would commit to signing a bill that would handcuff future emergency declarations, some of those senators might support his border declaration. Some Republicans think Trump went too far in declaring an emergency, but they also are eager to avoid defying a president popular with conservative voters. That vote could well occur after Congress returns from a recess later this month.
