China defies global stance against terror, vetoes sanctions on JeM chief

The Delhi government vowed to use "all available avenues to ensure that terrorist leaders who are involved in heinous attacks on our citizens are brought to justice". The proposal was the council's fourth attempt to blacklist Azhar and as a council member, China has veto powers.

India and Pakistan carried out air raids last month on their disputed Kashmir frontier in clashes that sent tensions soaring between the nuclear-armed countries.

India did not name China in its official statement, saying the United Nations Security Council could not act on the proposal because a member placing the proposal on hold.

Although the suicide bomber was a native of Indian-administered Kashmir, the attack was claimed by Masood Azhar's Jaish-e-Mohammad (JeM), an organisation Pakistan claims it has banned.

In response to a question, Chinese foreign ministry spokesperson, Lu Kang signaled that Beijing was ready to back a triangular formula that would also involve Pakistan on designating Azhar as a global terrorist in the UN Security Council's 1267 committee. Since 2009, the Indian government has tried to designate Azhar as a global terrorist for orchestrating the 2001 attack on India's parliament and the 2008 Mumbai terrorist attacks, which killed more than 160 tourists and local civilians.

Pakistani authorities have also linked JeM with two assassination bids on former President Pervez Musharraf in 2003 and the kidnapping and murder of U.S. journalist Daniel Pearl in 2002. "Let's see how generous he is", she said.

"China wouldn't be in UNSC had your great grandfather not "gifted" it to them at India's cost".

The UN Security Council (UNSC) is expected to take up a resolution on March 13 that declares JeM chief a global terrorist.

A day before the resolution, China reminded the United Nations that "a responsible solution" can come only through discussions.

Azhar founded Jaish-e-Muhammed, or the Army of Mohammed, in 2000 in Pakistan and has used the group to funnel weapons, cash and other support to the Taliban and al-Qaida, according to the United States.
