Under the revamped format, the NBA Draft Lottery will ensure that the team with the worst record will receive no worse than the fifth pick.

The teams with the longest lottery odds are the Minnesota Timberwolves (3 percent), Los Angeles Lakers (2 percent), Charlotte Hornets (1 percent), Miami Heat (1 percent) and Sacramento Kings (1 percent). Under the pre-2019 system, the team with the worst record would pick no lower than fourth. With an eye on the first pick, they can have their highest selection in 1985, the first year of the lottery, when Patrick Ewing became the pick and changed the franchise for 15 years.

The 2019 National Basketball Association draft comes with the debut of new odds throughout the lottery (Tuesday, 8:30 p.m. ET on ESPN) - giving more teams a reasonable chance of winning the No. 1 overall pick and a chance to select consensus top prospect Zion Williamson. The bottom three teams have the same odds at both the No. 1 pick (14 percent) and staying in the top four (12 percent).

"This is probably the most successful 29-win team in the history of this sport", Koonin told The Athletic.

The worst team has a 47.9 percent chance to fall to No. 5. The Heat has previously appeared in the lottery 10 times and has never improved its lottery seed, actually dropping from its seed in the lottery six times. With the goal of curbing tanking efforts, the first four picks in the draft are now ordered by the lottery as opposed to the first three in the previous structure.

The new rules also state if the player wants to go back to college, they have to remove their name from consideration by May 29th.
