Boeing says software fix for grounded 737 MAX complete

A report says pilots of an Ethiopian airliner that crashed followed Boeing's emergency steps for dealing with a sudden nose-down turn but couldn't regain control

But the only orders reported by Boeing for April were bookkeeping entries: Four 737 Max jets that had been sold to Boeing Capital in the past were transferred to an unidentified lessor last month.

On Wednesday, the House Committee on Transportation and Infrastructure questioned Federal Aviation Administration chief Dan Elwell and National Transportation Safety Board Chairman Robert Sumwalt about the planes after airlines throughout the world grounded the 737 Max in the wake of two crashes that killed almost 350 people in Indonesia and Ethiopia. Engadget reports that the FAA tentatively approved the updates in March, but it will have to test the updates before it can be certified.

Boeing could claim it did due diligence in testing the new 737 MAX and its Maneuvering Characteristics Augmentation System (MCAS).

The world's largest aerospace manufacturer is facing considerable headwinds as it tries to not only ensure the 737 Max is flyable, but to convince regulators that no additional oversight is needed and the public that the plane is actually safe.

The FAA's acting administrator, Daniel K Elwell told members of Congress this week that the decisions of pilots played a role in the crashes of 737 Max jets in Indonesia and Ethiopia.

Boeing is already the subject of a criminal investigation by the Justice Department.

Congressional investigations into the FAA's relationship with Boeing are in the early stages.

It's premature to specify what reimbursement Southwest will consider seeking from Boeing because of the grounding, Kelly said.

All in all, Boeing's stock has come under pressure since the second crash about two months ago.

"Boeing has yet to provide a single document", he said. "We've got to get to the bottom of this". That sent the plane's nose down repeatedly.

That system, called MCAS, was triggered on both fatal flights by faulty sensor readings, and pilots were not able to regain control of the planes as they plunged to Earth.

Standard & Poor's transportation sector lead credit analyst Philip Baggaley told CNN he believed it was possible airlines believe the crashes-and subsequent groundings that are reportedly costing airlines hundreds of millions of dollars - have strengthened their bargaining position.

During the hearing, Elwell confirmed that the FAA participated in test flights of the MCAS system.

The software update is created to disengage MCAS if readings from the two angle-of-attack sensors substantially disagree, and it also sets tighter limits on the automatic controls. "They never controlled their air speed", said Elwell.

Seifman assumes that "compensation will happen on an airline by airline basis, not globally, and that it will take many forms, given airlines' ongoing relationships with Boeing, what they value, and the ledger of what each owes the other at this point in time".

"We don't want to rush and do a crappy job of fixing things", a Boeing official responded, according to a recording of the meeting. He promised a software update in six weeks.

Boeing President and CEO Dennis Muilenburg said the company has finished all of the engineering test flights for the software update and is preparing for the final certification flight.

A Technical Advisory Board organized by the FAA will participate in the review.

Nadia Milleron, whose daughter, Samya Stumo, was on the Ethiopian Airlines plane, was in the audience.

Elwell faced tough questions around the certification process that critics say delegates too much authority to Boeing.

"It is possible that these planes should never go back in the air", she said.

"They are rushing", said Nadia Milleron, whose daughter, Samya Stumo, was on the Ethiopian Airlines Max that crashed March 10.

Dickson promised that if he is confirmed by the full Senate, he would not hesitate to take enforcement action against companies and FAA would not be captive to the industry it regulates.
