U.S. blames Sudan army rulers for six deaths in Monday violence

Sudan's military seek to build on a political breakthrough overshadowed by deadly shootings the US blamed on generals

The protest movement that brought down president Omar al-Bashir after 30 years of iron-fisted rule is demanding a civilian-led transition, which the generals have steadfastly resisted since bowing to their demands and toppling the autocrat.

A Reuters witness and Sudanese witnesses said troops in military vehicles carrying the logo of the paramilitary Rapid Support Forces (RSF) fired extensively as they tried to clear demonstrators on al-Mek Nimir Avenue in central Khartoum, near the Foreign Ministry.

The latest round of talks began on Monday and the two sides had agreed on an overall civilian structure, including a three-year transitional period for the full transfer of power to a civilian administration.

"The tragic attacks on protesters yesterday that led to the deaths of at least six Sudanese and potentially one hundred or more injured were clearly the result of the Transitional Military Council trying to impose its will on the protesters by attempting to remove roadblocks", the United States embassy said in a statement posted on its Facebook page.

The two sides have been holding negotiations and after weeks of disagreement, announced on Wednesday they had agreed on the make-up of an interim parliament and a Cabinet for the transitional period, which is to last three years.

The two sides split the difference on a timeline for Sudan's elections between the opposition's demand for a four-year transition and the military's wanting two years.

The key negotiations however remain on the composition of the sovereign council, which the generals have insisted to be military led while the protest leaders want it to be majority civilian. Moreover, the generals can argue with some justification that Sudan's three spells of democratic rule since independence - from 1956 to 58, 1964 to 69 and 1986 to 89 -produced dysfunctional governments that neither ended civil wars nor revived the economy.

The opposition alliance known as the Declaration of Freedom and Change Forces (DFCF), has also vowed to continue sit-ins outside the defence ministry and across the country.

He said bridges, roads and a railway line had been closed and there was an "infiltration of armed elements among demonstrators who were shooting at security forces".

He called for the formation of an independent commission of inquiry to immediately determine responsibility, bring the perpetrators to justice, and demanded the military council withdraw its forces from the courtyard of the sit-in and stop provoking the protestors.

Protest leaders, who on Monday had blamed the remnants of Bashir's regime and allied militias, changed their stand on Tuesday.

Protest leaders responded by urging people to boost the numbers at the demonstration, while avoiding clashes.

The sit-in has become the focal point for the protest movement, overtaking the near daily protests that had been held across Sudan while the veteran president remained in power.

He said the TMC, which took over after overthrowing and jailing Bashir last month, had made a decision to remove all barricades put up by demonstrators beyond the area where the protesters had been camping since April 6 outside the Defence Ministry.

"The announcement is expected after midnight", he told AFP.

"Protect your homeland or prepare to die!" the protesters chanted.
