NBA Commissioner Adam Silver says changes to rules on draft trades possible

National Basketball Association commissioner Adam Silver held his annual Summer League press conference in Las Vegas on Tuesday night, and addressed a number of important topics facing the league right now, including trade requests and free agency.

Silver acknowledged that there always have been at least some discussions taking place before the official start of free agency.

"To [the] point that you have players going to non-traditional big-market teams ... at the end of the day, we want to be a league where strong management is rewarded and that every team has the opportunity to compete", Silver said after the NBA Board of Governors meetings Tuesday night in downtown Las Vegas.

"And whether that's by virtue of practice, whether it's because just the world around us has changed, whether it's because players have power that they didn't use to have. let's step back, let's reset, let's talk to our players' association about what system makes sense going forward". "I think right now, we're not quite there".

When an MVP-caliber player demands a trade, it can be disheartening, said Commissioner Silver.

Then there are team identification and continuity issues that arise when as many as 40 percent of the league's players hit free agency at the same time, as happened this summer.

On Tuesday, The Athletic's Shams Charania announce the National Basketball Association board of governors had passed the use of in-game challenge flags starting next season.
