The ruling upholds a lower court's decision, leaving the president's attorneys with few ways to block his accountants, Mazars LLP, from complying with the House Oversight Committee's demands. The case dates back to April, when the House Oversight and Committee subpoenaed the president's accounting firm. "Without treading onto any other potentially fertile grounds from which constitutional legislation could flower, we conclude that given the constitutionally permissible options open to Congress in the field of financial disclosure, the challenged subpoena seeks 'information about a subject on which legislation may be had'". U.S. District Court Judge Victor Marrero earlier Monday was unsparing toward the president's legal team as he dismissed Trump's lawsuit seeking to block the subpoena.

The president is also embroiled in lawsuits with the House Ways and Means Committee, which is trying to get six years of Trump tax records from the U.S. Internal Revenue Service and has the standing right to request similar information from the state of NY.

The 2nd Circuit has put Marrero's order on hold, and is scheduled to hear arguments in the case on October 23.

On Oct. 7, the U.S. Second Circuit Court of Appeals in NY granted an emergency stay to Trump, who had asked the court to block a subpoena issued by Manhattan District Attorney Cy Vance.
