Putin expects cease-fire in Libya to start in few hours

A ceasefire in Libya initiated by Turkey and Russian Federation saw a lull in heavy fighting and air strikes on Sunday, though both warring factions accused each other of violating the truce as skirmishes continued around the capital Tripoli.

Turkey's defence ministry said: "The belligerents have been trying to respect these truces since they came into force. and the situation has been calm apart from one or two isolated incidents".

"All responsible Libyan parties should end this risky escalation and reject the destructive involvement by foreign forces", the embassy said.

It also comes amid a broader diplomatic push for a political solution to Libya's war, which has crippled the country for more than seven years.

Libya is governed by duelling authorities, one based in the east which is backed by Haftar and one in Tripoli in the west, led by Sarraj. Each rely on different militias for support.

The Arab League likewise urged Libya's factions to "commit to stop the fighting, work on alleviating all forms of escalations and engage in good faith aimed at reaching permanent arrangements for a ceasefire". His rival, Fayez Sarraj, who is prime minister of the United Nations -supported government in Tripoli, had demanded previously such a pull out as the truce's condition.

Libya's warring factions have accused each other of violating a ceasefire proposed by Turkey and Russian Federation, as fighting continues on the outskirts of capital Tripoli.

Artillery fire could be heard shortly after midnight from the centre of the capital, before quiet settled over the southern Tripoli suburb where pro-GNA forces have been resisting a Haftar offensive that was started on 4 April 2019. Last week, however, they did take the country's third-biggest city, Sirte.

"Continuing outside interference is fuelling the crisis", the ministers and Borrell said in their joint statement released after the meeting, as quoted by Reuters. They did not specify what the conditions would be.

The UN Support Mission in Libya (UNSMIL) said it welcomed the truce and called on all sides "to strictly abide by the cease-fire and make room for peaceful efforts to address all disputes through a Libyan-Libyan dialogue".

Gen Haftar is also backed by Egypt, Saudi Arabia, the United Arab Emirates (UAE), and Jordan, raising fears that oil-rich Libya could become the theatre of a regional conflict, or even a "second Syria". Russian Federation and Turkey, with their support of the eastern- and western-based Libyan governments, have become the latest additions.

The fighting has threatened to plunge Libya into violent chaos rivaling the 2011 conflict that ousted and killed longtime dictator Moammar Gadhafi.
